This Form 31 will be used for all types of passes (RSD, RUTA, Personal, and AT)
A personal pass request must be submitted 30 days in advance. If you need to change your date a new TXMF Form 31 must be submitted. Keep in mind, changes can only be made within the same pay period. Once that pay period ends, PEMS can no longer change your dates.
NOTE: You can now to take an extended pass up to 30 days. Keep In mind, only the first 4 days are paid, each day after that Is LWOP.
All RUTA passes requires a signature In box 10.
Have your supervisor send this form to your PEMS rep no later than 0900 the Tuesday before your Wings RSD. If you need to change your RUTA date a new TXMF Form 31 must be submitted. Keep in mind, changes can only be made within the same pay period. Once that pay period ends, PEMS can no longer change your dates. Make sure you also communicate with your home unit so they know when you are doing your RUTA.
Does your unit want you to return for training or a project utilizing AT days? Do you need to attend a military school like LFA? You can now separate for up to 15 days at a time if your unit puts you on AT days. Using this pass allows you to continue getting paid while you are away for training. This TXMF Form 31 will serve as documentation on Pass Status to conduct Annual Training IAW TF Lone Star directives. The 5 day Annual Training pass requires a CAC digital signature In box 10.
Submit all foreign travel requests 55 days prior to the traveling date to the A1 org box. Per Army guidance is 45 days to J1, however, A1 needs a few extra days to send to J1. Thank you.

STEP 2: Register your trip with the Smart Traveler Enrollment Program (STEP) through the Department of State. (Then save as PDF)

STEP 5: GKO Report Foreign Travel (This must be completed by your home unit security manager (USM). GKO has currently locked the GKO to only USM's. This form is what your home unit will create when creating RD/RSD/RUTA orders for you In AROWS. You will need to bring the copy they create In AROWS with you, If your are doing a PT test. The 105S or draft orders will suffice as proof you are on drill status.
(Some units may require the service member to fill this out when requesting RD orders, check with your unit)

150 mile limit goes to about Corpus Christi, Hebbronville and Falcon Lake. Which means you can also go to McAllen, South Padre Island, Harlingen, Kingsville, and Edinburg.
